日本政府22日上午舉行內(nèi)閣成員會(huì)議，決定于8月24日啟動(dòng)福島核污染水排海。

The Japanese government said Tuesday it has decided to start releasing nuclear-contaminated wastewater from the crippled Fukushima Daiichi Nuclear Power Plant into the ocean on Thursday.

日本首相岸田文雄表示，只要天氣和海洋氣象無(wú)礙，將于24日啟動(dòng)排海。他聲稱，日本政府將在未來(lái)數(shù)十年對(duì)排海負(fù)責(zé)，直到所謂“處理水”全部得到處置。

The ocean discharge which could last several decades is expected to commence Thursday, weather and sea conditions permitting, according to the controversial decision announced by Prime Minister Fumio Kishida following a ministerial meeting held on Tuesday morning. Kishida claimed that the government will take full responsibility for the decision.

Prior to Tuesday's announcement, Kishida visited the wastewater treatment facility at the Fukushima plant on Sunday and met with the head of Japan's national fisheries federation on Monday in hopes of gaining an understanding.

日本政府和東京電力公司2015年曾向福島漁民承諾，在得到利益相關(guān)方的理解之前，不會(huì)擅自處置核污染水。

In 2015, the Japanese government and TEPCO made an agreement with fisheries cooperative associations of both Fukushima prefecture and the nation that they would not proceed with any wastewater disposal 'without the understanding of relevant parties.'

日本共同社19日至20日開(kāi)展的全國(guó)輿論調(diào)查結(jié)果顯示，超過(guò)八成受訪者認(rèn)為日本政府就核污染水的說(shuō)明“不充分”。

A total of 88.1 percent surveyed expressed concerns over the government's plan to discharge treated radioactive wastewater into the ocean, according to the latest opinion poll conducted by the national news agency Kyodo.

日本政府不顧國(guó)際社會(huì)嚴(yán)重關(guān)切和堅(jiān)決反對(duì)，執(zhí)意宣布將于8月24日啟動(dòng)福島核污染水排海，公然向全世界轉(zhuǎn)嫁核污染風(fēng)險(xiǎn)，將一己私利凌駕于全人類長(zhǎng)遠(yuǎn)福祉之上。此舉極端自私、極不負(fù)責(zé)任。中方嚴(yán)重關(guān)切并強(qiáng)烈反對(duì)，已向日方提出嚴(yán)正交涉。

In disregard of the strong concerns and firm opposition from the international community, the Japanese government announced the decision to start releasing the Fukushima nuclear-contaminated water into the ocean from August 24. This is extremely selfish and irresponsible, as the discharge will spread the risks of nuclear contamination to the rest of the world, and by doing so, Japan is putting its selfish interests above the long-term wellbeing of the entire humanity. China is gravely concerned and strongly opposed to this. We have made serious démarches to Japan.

兩年多來(lái)，福島核污染水排海計(jì)劃的正當(dāng)性、合法性、安全性一直受到國(guó)際社會(huì)質(zhì)疑。日方迄未解決國(guó)際社會(huì)關(guān)于核污染水凈化裝置長(zhǎng)期可靠性、核污染水?dāng)?shù)據(jù)真實(shí)準(zhǔn)確性、排海監(jiān)測(cè)安排的有效性等重大關(guān)切。中方等利益攸關(guān)方多次指出，如果核污染水是安全的，就沒(méi)有必要排海，如果不安全，就更不應(yīng)該排海。日本強(qiáng)推核污染水排海，不正當(dāng)、不合理、不必要。

For the past two years and more, the legitimacy, legality and safety of Japan’s ocean discharge plan has been questioned over and over again by the international community. Japan has yet to address major international concerns such as the long-term reliability of the purification facility, the authenticity and accuracy of the nuclear-contaminated water data, and the effectiveness of the monitoring arrangement. China and other stakeholders have pointed out on multiple occasions that if the Fukushima nuclear-contaminated water is truly safe, Japan wouldn’t have to dump it into the sea—and certainly shouldn’t if it’s not. It is unjustified, unreasonable and unnecessary for Japan to push through the ocean discharge plan.

令人遺憾的是，日方對(duì)國(guó)際呼聲置若罔聞，處心積慮營(yíng)造排海安全無(wú)害的假象，甚至對(duì)表達(dá)正當(dāng)關(guān)切的鄰國(guó)無(wú)理指責(zé)，所作所為已引發(fā)周邊國(guó)家及國(guó)內(nèi)民眾的強(qiáng)烈憤慨。

Regrettably, Japan has given scarce response to international concerns. It has been trying to create an impression that the ocean discharge is safe and harmless. It has even made unfounded accusations against neighboring countries who have expressed legitimate concerns. All of this has caused outrage among people in neighboring countries and in Japan.

海洋是全人類的共同財(cái)產(chǎn)，不能任由日方傾倒核污染水。中方強(qiáng)烈敦促日方糾正錯(cuò)誤決定，撤銷核污染水排海計(jì)劃，以真誠(chéng)態(tài)度同周邊鄰國(guó)善意溝通，以負(fù)責(zé)任方式處置核污染水，接受嚴(yán)格國(guó)際監(jiān)督。中方將采取一切必要措施，維護(hù)海洋環(huán)境，維護(hù)食品安全和公眾健康。

The ocean sustains humanity. It is not a sewer for Japan’s nuclear-contaminated water. China strongly urges Japan to stop its wrongdoing, cancel the ocean discharge plan, communicate with neighboring countries with sincerity and good will, dispose of the nuclear-contaminated water in a responsible manner and accept rigorous international oversight.?China will take all steps necessary to protect the marine environment, ensure food safety and safeguard people’s life and health.

On Tuesday, Vice-Foreign Minister Sun Weidong summoned Japanese Ambassador to China Hideo Tarumi and lodged solemn representations over the decision.

Sun said that Japan's move disregards the strong concerns and firm opposition of the international community. Condemning the decision as 'extremely selfish and irresponsible', Sun said that Japan is putting its own interests above the long-term well-being of the entire humanity. 'China is gravely concerned and strongly opposed to this,' he said.

If Japan insists on the discharges, China will take all steps necessary to protect the ocean, ensure food safety and safeguard people's life and health, he added.
